Precisely. Not to mention that ANet will never release the number of active players - doing so would be commercial suicide, considering the number is drastically lower than the "X million sold" that is announced everywhere, - or that people can stop grinding as soon as they feel they have what they want - access to GWEN NPCs, the right breakpoints on Kurzick/Luxon skills or the ability to display the title in the Hall of Monuments, a decent Lightbringer rank for playing through Nightfall on a secondary character, etc.
With Hall of Monuments character rather than account based, the only incentive for maxing titles repeatedly is the possibility of multiple "inheritances" in GW2. People on these very forums have repeatedly expressed the desire to focus on a single character in order to benefit the most from ANet's decision to make HoM work this way, so I have to wonder if those same people will go through all the grind again instead of taking a break to play something else before GW2 hits.
And this brings us back to the most important point: maxed titles, while tying in excellently with ANet's marketing strategy for GWEN and GW2, are a limited resource, one that I believe is insufficiently reusable to base favor on.
Besides, if you can get the HoM to recognize you as a "Hero" for beating a campaign, why not let the gods grant you favor for the same?
